		<description><![CDATA[The Louisiana Department of Transportation and Development (DOTD) held a press conference today, led by Secretary Sherri H. LeBas, to announce the completion of construction on the Essen Lane off-ramp from I-10 eastbound. The ramp has been under construction for several months as part of the widening of I-10 from four to six travel lanes between the I-10/ I-12 split and Siegen Lane. Construction often necessitated the complete closure of the ramp during off-peak hours. “The opening of the I-10 eastbound off-ramp at Essen is a welcomed improvement for drivers, allowing them more breathing room as they travel this route. It’s a significant milestone for this project and more importantly signifies that construction between the split and Siegen is nearing completion,” said DOTD Secretary Sherri H. LeBas. Motorists can expect relief when all six traffic lanes on I-10 between the I-10/I-12 split and Siegen Lane open in early 2013, signifying the end of the construction on the $86.2 million project to improve travel for over 73,000 motorists. The completion of the Essen Lane off-ramp, combined with the upcoming opening of I-10 from the split to Siegen and future widening of Essen Lane, means safer travel for commuters, emergency responders and freight transportation, as well improved access for the thriving businesses and medical facilities in this area. “Improved access to and from the interstate is very important to the accessibility of the Botanic Gardens and Rural Life Museum at Burden,” said Jeff S. Kuehny, Director and Professor of the LSU AgCenter’s Botanic Gardens at Burden. “We look forward to the continued working relationship we have developed with DOTD with the installation of a new fence along the Burden property and I-10, and assisting with landscaping along one of Baton Rouge’s green treasures.” &#8220;The Essen Lane area has seen significant growth over the years and the additional access from the interstate helps with traffic,” said Terrie Sterling, Chief Operating Officer of Our Lady of the Lake Regional Medical Center. “We appreciate the diligent work of Secretary LeBas, the Department of Transportation and Development and the construction crews who were dedicated to complete this project efficiently and safely.&#8221; The Geaux Wider program is a multi-year construction initiative designed to increase capacity, improve safety and enhance mobility on Interstates 10 and 12 in East Baton Rouge and Livingston parishes. Work continues to widen the following interstate segments under the $315 million Geaux Wider Program: Interstate 10, from the I-10/12 split to Siegen Lane (to be completed in early 2013). Interstate 10, from the Siegen Lane interchange to Highland Road (to be completed in spring 2013). Interstate 12, from Juban Road to the Walker/LA 447 interchange (to be completed in mid-2013). Approximately $146.2 million in projects were completed earlier this year on I-12 between O’Neal Lane and Juban Road, improving travel for this important freight corridor and for motorists commuting between Baton Rouge and Livingston Parish. 		<description><![CDATA[City-Parish Department of Public Works and Green Light Plan officials announced today that work at the O’Neal Lane and South Harrell’s Ferry Road intersection will move into the fourth and final phase of construction effective Saturday, Dec. 15, weather permitting, at which point the majority of through movement and turn-lane restrictions that have been in place during earlier and current phases of construction will be lifted as those access points and turn-lanes re-open to the traveling public. “Road construction is never an easy process, especially when it impacts the routes we regularly travel to get to work, bring our children to school, and access businesses in the area,” Mayor-President Melvin “Kip” Holden said. “I want to sincerely thank the affected residents, businesses and schools for their patience, and for working with us throughout construction as we continue to move this project closer to completion.” During Phase 4 of construction at the intersection, originally anticipated to begin Saturday, Dec. 8, but delayed seven work days due to adverse weather conditions Nov. 3-6 and 26-28, crews will construct the final additional turn lanes included as part of the intersection’s expansion; complete all necessary sewer force main installation and place into service; and complete drainage improvements. With an estimated construction duration of three to four months, Phase 4 is divided into three sub-phases (Phase 4A, 4B and 4C) to expedite certain work elements and minimize the overall impact to motorists. Work within Phase 4A includes the build-out of a dedicated southbound left-turn lane along O’Neal Lane, which will require the restriction of left-turns from southbound O’Neal Lane onto eastbound South Harrell’s Ferry Road throughout Phase 4A. Suggested detour routes for southbound O’Neal Lane motorists to utilize throughout Phase 4A are accessible at the Green Light Plan website, www.brgov.com/greenlight, and message signs warning of the turn-lane restriction will be posted at the intersection area. Upon completion of the work included in Phase 4A, traffic and turning movements in all directions will be permitted while crews install the remaining new sewer force main and pavement. City-Parish officials do not anticipate any further access or turn-lane restrictions throughout the remainder of Phase 4 other than minor lane shifts and traffic switches. Construction at the O’Neal Lane at South Harrell’s Ferry Road intersection started July 16 to widen the intersection as part of the work included within the Green Light Plan’s Southeast Area Group project. Green Light Plan officials continue to meet with construction crews on a weekly basis to review completed work and discuss work plans for the week ahead in order to manage the contractor’s activity, ensure maximum utilization of contractor resources and equipment, and expedite work plan elements wherever possible. 		<description><![CDATA[Today, the Louisiana Department of Transportation and Development (DOTD) announced that the eastbound middle and inside lanes of U.S. 190 (Florida Blvd.) between Foster Drive (La. 37) and Cloud Drive will be closed for the remainder of the week, due to unforeseen repairs to the roadway’s base. During this work, one lane will remain open to traffic at all times. It was discovered that the additional repairs were needed upon removal of the roadway surface during the weekend. Crews will be working during daytime and evening hours to install a new road base and apply asphalt to the roadway in order to expeditiously reopen the lanes of traffic. Work will be completed as quickly as possible, and DOTD will notify the public immediately upon reopening of the lanes. This lane closure has no vehicle restrictions and no detour is necessary. 		<description><![CDATA[The Baton Rouge Green Light Plan&#8217;s Old Hammond Highway (LA 426) 4 lane project&#8217;s next 2 phases are currently in progress. The first phase which is very near design completion will widen Old Hammond from just west of Oneal Lane to just east of Millerville Rd, a distance of about 3/4 of a mile. Both of those intersections have already been upgraded to 4 lane status in all directions as part of previous projects. Signal lights will be added at the Gloria Drive intersection and the Fountainbleau intersection as a result of this project. Both of these roads serve as a north-south connector to Florida Blvd. The cost of this project is $12,061,895 (2006$) . The second phase, which is still under design, will pick up on the west side of Millerville Rd and extend to just west of Blvd. de Province, a distance of about 1.29 miles. This phase will involve upgrades to the Flannery Rd. intersection adding turn lanes in both directions and new bridge construction over Jones Creek (152&#8242; bridge) and Lively Bayou(133&#8242; bridge).  There will also be a signal light added to the Blvd. de Province intersection as a result of this project. The cost of this project is $25,958,017 (2006$). The Green Light Plan has not posted an estimated completion date for either of these projects at this time. When combined with other Old Hammond widening projects, these upgrades will provide an improved east-west connection extending east of Airline Highway to O&#8217;Neal Lane and west of Airline Hwy to College Drive via Corporate Blvd. Old Hammond Hwy is already great east-west alternative to Hwy 190 (Florida Blvd) and these 2 projects will make it an even better one. There is no word on when the last phase of the Old Hammond Hwy widening will begin. That project would widen Old Hammond from east of O&#8217;Neal Lane all the way to the highway&#8217;s end with its intersection at Florida Blvd, just west of the Amite River Bridge. 		<description><![CDATA[City-Parish Department of Public Works and Green Light Plan officials announced today that work at the O’Neal Lane and South Harrell’s Ferry Road intersection will progress into the next phase of construction effective Tuesday, Oct. 2 as crews begin work on the second of four total phases of construction set to take place at the intersection. Divided into two sub-phases (Phase 2A and 2B), Phase 2 of construction will restrict left-turn movements at each leg of the intersection to allow work crews to begin work at the center of the intersection. Additionally, the south leg of O’Neal Lane at the intersection will remain fully closed to traffic during both sub-phases. These left-turn restrictions and lane closures will remain in place for the duration of Phase 2, projected to be 48 calendar days from Oct. 2, weather permitting. Baton Rouge City Police officers will be present to help traffic flow during periods of heavy traffic volume and Department of Public Works officials will also be on hand to closely monitor traffic at the intersection throughout this second phase of construction. Adjustments will be made as needed to help move traffic in the most efficient manner. Work included within Phase 2A will require the closure of the south leg of O’Neal Lane at the intersection from South Harrell’s Ferry Road to a point just north of Manchester Drive. Beginning Oct. 2 and for the duration of Phase 2A, only local traffic will be allowed access to and from Manchester Drive at O’Neal Lane. Upon completion of sewer force main installation along Manchester Drive near South Harrell’s Ferry Road, construction will move into Phase 2B, which will require extending the closure of the south leg of O’Neal Lane to a point just south of Manchester Drive at O’Neal Lane. During Phase 2B, motorists requiring access to Manchester Drive should utilize the access point at South Harrell’s Ferry Road. For the duration of Phase 2, officials strongly urge motorists to utilize George O’Neal Road and Jones Creek Road as primary detour routes, and to utilize Millerville Road as a primary route for access to Interstate 12. Message signs warning of the closure will be posted in all directions approaching the intersection area, and motorists should exercise extreme caution when traveling in the vicinity. Travel times may be affected, and motorists are encouraged to factor in potential delays when using detour routes. Construction at the O’Neal Lane at South Harrell’s Ferry Road intersection began July 16 to widen the intersection as part of the work included within the Green Light Plan’s Southeast Area Group project. Green Light Plan officials continue to meet with construction crews on a weekly basis to review completed work and discuss work plans for the week ahead in order to manage the contractor’s activity, ensure maximum utilization of contractor resources and equipment, and expedite work plan elements wherever possible. Lane closures will continue to occur on the Northbound and Southbound directions of US 61 from LA-939 to LA-74 nightly, 10/1/12 thru 10/12/12 from 7pm to 6am, Mondays thru Thursdays and 2am to 6pm on Saturdays and Sundays while crews saw cut, excavate for turn lanes, mill and pave the roadway. This closure will allow vehicles 11-feet wide or smaller to pass thru the construction zone.  The road will be open for regular traffic, but oversize vehicles must contact the DOTD permit office prior to moving thru the construction zone. 		<description><![CDATA[Mayor-President Melvin L. “Kip” Holden will host a groundbreaking ceremony for the Green Light Plan’s Sullivan Road project Thursday, September 27 at 10 a.m. in the project right-of-way area near First Baptist Church of Central, located at 9676 Sullivan Road, marking the start of construction on yet another Green Light Plan project to reach the groundbreaking stage. “This area of East Baton Rouge Parish has seen significant growth over the past few years, and with growth comes a corresponding need for supporting infrastructure – which is exactly what the Green Light Plan is designed to do,” Mayor-President Melvin “Kip” Holden said. “As is the case with the Central Thruway and other Green Light Plan projects, the improvements included in the Sullivan Road project will serve as key catalysts in creating the additional capacity that is so desperately needed by commuters throughout the parish and residents of the City of Central.” Through the public bid process and with a low bid of $11.3 million, the City-Parish awarded the construction project to Baton Rouge-based J.B. James Construction, LLC. The project, with an anticipated construction duration of 30 months, will expand Sullivan Road from the existing two-lane, undivided roadway to a four-lane roadway with a raised median from the Central Thruway to Wax Road, which is currently under construction with an anticipated completion date of June 2013. Project improvements also include significant intersection upgrades along Sullivan Road, including additional turn lanes at both Sullivan Road at Lovett Road and Sullivan Road at Wax Road. When combined with other projects in the Green Light Plan, including the Central Thruway project, the Sullivan Road project will serve as a key connector roadway contributing toward an improved north-south connection extending from Nicholson Drive to Hooper Road. 		<description><![CDATA[Governor Bobby Jindal announced a $12 million investment to widen approximately one mile of Essen Lane from Perkins Road to I-10. The project will reduce congestion and improve safety for more than 35,000 motorists who use this segment of Essen Lane every day. Governor Jindal said, “This $12 million investment to widen Essen Lane represents our continued commitment to improving our roads and infrastructure in the Capital Area and throughout our state. We know how important Essen Lane is to Baton Rouge and the region. The area around Essen is booming and the road is a critical business and medical corridor for folks who live in or travel to Baton Rouge. We need to make sure our roads keep up with our economic growth so that our families have safe roads to travel and businesses have the fastest routes possible to move their products.” The dollars for the Essen widening project are being shifted from a proposed I-12/Essen Lane interchange project. The original analysis for the I-12/Essen Lane interchange project was based on traffic data from the 1990s. Since that time, traffic patterns and volumes have changed significantly. Additionally, other road projects that the Jindal Administration has invested in, along I-10 and I-12 and at the interchange of I-10 and Essen, have improved traffic flow in the area. For these reasons, DOTD engineers are going to reexamine the best course of action for the I-12/Essen Lane interchange project. Essen Lane is undergoing significant development driven mainly by the expansion at Our Lady of the Lake Regional Medical Center (OLOL). In 2010, Governor Jindal announced a transformational public-private partnership between LSU and OLOL that will enhance graduate medical education for Louisiana’s doctors, nurses and healthcare professionals and provide Baton Rouge’s first ever Level 1 Trauma Center. In order to move the money to the Essen widening project, DOTD must submit an application for capital outlay scope change for consideration by the Interim Emergency Board (IEB). This document is being submitted to the IEB today. Once the IEB meeting is held, ballots will be sent to legislators within 3 days. Legislators will then have 17 days to respond. Once that process is complete, DOTD will conduct an environmental study, engineering and design work, and acquire right of way to move forward with the project. DOTD expects bids to be accepted on this project by the summer of 2014. Today’s announcement follows other major investments the Jindal Administration has made in the Capital Area. To further enhance economic development and improve safety, the administration has invested $315 million in projects to widen the I-10/I-12 corridor in the Capital Area, including: $110 million to widen I-12 from Pete’s Highway to O’Neal Lane $86.2 million to widen I-10 from the I-10/I-12 split to Siegen Lane $60 million to widen I-10 from Siegen Lane to Highland Road $36.2 million to widen I-12 from Pete’s Highway to Juban Road $21.9 million to widen I-12 from Juban Road to Walker &#8220;I commend Governor Jindal for supporting our businesses and medical industry and moving funding into place to enhance this vital corridor for Baton Rouge,&#8221; said Representative Steve Carter. “With the 35,000 plus motorists that travel Essen Lane each day, this project will reduce congestion and increase safety.” “When Our Lady of the Lake moved to Essen Lane nearly 35 years ago, the community believed we were moving out to the country. Now today Essen Lane is a major roadway providing crucial access to the medical corridor in Baton Rouge,” said Scott Wester, Our Lady of the Lake Regional Medical Center’s Chief Executive Officer. “On behalf of the 350,000 patients we treat annually, our 5,000 team members, and physicians who practice here and in nearby clinics, I would like to thank Governor Jindal for his support in improving infrastructure in this area.” “This improvement project will help provide the Capitol Area with much needed relief resulting from this area’s continued growth,” said Senator Dan Claitor. “This project will provide easier access to Essen Lane for drivers traveling on I-12 and I-10, enhancing access to a critical medical corridor,” said Representative Franklin Foil. Since taking office, the Jindal Administration has made transportation and infrastructure projects a top priority by investing an unprecedented $4.6 billion in Louisiana’s infrastructure. This investment has funded 1,800 transportation system improvement projects, including roughly 4,000 miles of roadway and 446 bridges.
